Yeah, it's a '38B. I'm not sure of the date, but judging by the color of the wood stain, it's from around the turn of the century.

I recall reading that because the foreign markets didn't know who Red Ryder was and most everyone knew about Buffalo Bill they labeled it to sell there.

You are correct. It was a Red Ryder converted to a Buffalo Bill made for the foreign countries because marketing said so.
