Cost for a complete rebuild on a very rare gun is hard to guess at. Your gun is also missing the front sight and has a large dent on the right side. I'd guestimate it's condition at less than 20% due to the fact that it is missing so much and it's got considerable oxidation. If it were mine, I'd be happy to get $500-600 for it. That said it's very cool and I love the back story. Good luck with it.

So what would be its value if it was cleaned and in working condition? The greenish tarnish I was told would wipe off very easily since the nickel plating is still there and the tarnish is on top of that.

Hard to gauge the market on very rare guns. In it's condition, if it was rebuilt, I'd guess $1000-1500.
 High end if someone really needs it. Low if someone is rounding out their collection and can't find any better examples. The tarnish isn't the only corrosion on the piece and the insides won't be original. Original parts mean alot to a collector. And someone who knows what they are doing, will check.
