Daisy No. 3 Model B shot tube question

This is the end of a shot tube from a Daisy No. 3 Model B 1000 shot, variety 3. It belongs to a friend who just recently bought it and got it shooting. My question concerns the piece attached to the shot tube- what does it do? 

And, is there a source for the right size lead shot for these old Daisys?

The Gamo .177 round lead shot works great in the Model B's.

I have a hard time finding it in the US so I order from the UK.
Works great in all of my lead BB Daisys.
The little stirrip on the shot tube is what helps keep the tube from feeding more than one BB at a time.

Undertaker hit the nail on the head with the function of that part on the shot tube. Here is somewhat the same arrangement on a 19-teens Sterling air rifle shot tube. I can't decide if it is more clumsy, or more sophisticated...
