You are correct. It was a Red Ryder converted to a Buffalo Bill made for the foreign countries because marketing said so.

I recall reading that because the foreign markets didn't know who Red Ryder was and most everyone knew about Buffalo Bill they labeled it to sell there.

No, it's plain on both sides. It does have a saddle ring (horizontal staple so no bear trap), though. The staple is flat steel, so that puts the date between about 1995 and 2000.

Yeah, it's a '38B. I'm not sure of the date, but judging by the color of the wood stain, it's from around the turn of the century.
